Explanation of “Fair Usage Policy” from BTK President Sayan
Head of Information Technologies and Communications Authority Ömer Fatih Sayan explained the regulation of Fair Usage Policy by BTK [Information Technologies and Communications Authority].
Speaking at the 11th International Conference on Electronic Communications Regulations and the Summit of the Turkish Information Technology and Communications Corporation, Ömer Fatih Sayan explained the regulation of Fair Usage Policy by BTK.
Following information given by Sayan about the arrangements they have made to improve the speed values after FUP [Fair Usage Policy] on mobile or fixed internet by evaluating the complaints.
“The decision taken by BTK indicated that the rate of data download after fair usage policy was at least 128 Kbit/sec for mobile internet, and this regulation started to be implemented on March 1, 2017.
In fixed broadband internet service, download speeds were applied as 3 Mbit/sec as a single value in all fair usage police packets, but the download speeds after fair usage police which was different according to packet rate were determined. For example: a subscriber with fair usage police packet at 16 Mbit/sec will have a download speed of at least 5 Mbit/sec when the fair usage policy data amount is reached, and the subscriber will be able to receive internet service at this rate until the end of the billing period.
“Internet usage between 02.00 - 08.00 hours will not be included in FUP”
Reminding that the regulation for improving the speed of downloading data after FUP has come into effect on May 1, Sayan said “Internet usage from 02.00 to 08.00 will not be included in fair usage point as on May 1. Fair usage policy application will be completely removed on 31 December 2018.”
Sayan said that the new scheme will be valid for existing subscriptions using fair usage policy and current subscriptions that will continue to switch to fair usage policy. (ILKHA)
